In addition to permitting the user to assign meaning to an icon, I think
that all icons supplied in the Windows library, should be identified by
name by the speech access program, even though it may not be possible to
speak the definition of the icon in the currently running application.

There are a fixed number of icons in the windows library. They all have
names that may be independant of the function assigned to them by the
programmers who write the applications. The former should always be
available, while the latter may not, except in the user's manual that
comes with the application.
