Please pass this along to Jim Gashel. I talked to aides of the
three California members of the Economic and Educational Opportunity
committee. They all assured me that they were familiar with Mr. Owens'
amendment and that their Congressman would vote for the amendment.

The Congressmen were George Miller, Mathew Martinez and Lynn
Woolsey.
