Mr. Harrell's letter is very inteesting, but my own view is, how could 
such an idea be practical.  The information provided be practical?  In 
other contexts, contributors to this list have pointed out the lack of 
resolution that the sense of touch provides.  Several years ago, I 
learned the optacon.  Though I am a relatively fast Braille reader, I 
never could gain that kind of speed with the Optacon.  I think about 
going to displays instores and museums that have large rasied print.  
Unless such print is sufficiently large, I can't distinguish anything 
useful.  I would love to be able to feel a TV picture, but the fine 
detail and rapidity of movement would probably present insurmountable 
problems.  I wish Dr. Harrell well.  I just have my doubts.
