Steve, I aggree that we can't go around snapping our fingers, clucking
our tungs, or making any other offensive noise. So, the solution might
be to make noises that noone else can hear. For instance, if you
simultaneously generate two ultrasonic beeps, one with a frequency of
fifty khz and the other with a frequency of fifty-four khz, then these
two sounds will reflect from various surfaces in the environment and
thereafter mix and produce the differential tone of four khz. The result
should be that things in the environment seem to be making noise, but you
have been perfectly quite. Right?

To go one step further, frequency shift the sound of a hand clap so that
it's fase line frequency is 50 khz, and frequency shift that same clap to
where it's baseline pitch is about 54 khz, and, by golly, all of the
surfaces around you will echo back a hand clap-like sound with a base
line frequency of 4 khz. Right?
