Welcome to the ICCHP |96

The four previous conferences were held in Vienna and Zurich -
the 5th International Conference on Computers Helping People
with special needs, again hosted by the Austrian Computer
Society, will be held in Linz. This is to combine the conference
with other events such as the "3rd International Computer Camp"
and the "Integrated Master Classes for Music" and a special
technical and medical exhibition.

Within a few decades of revolutionary development computers have
invaded all areas of private and professional life. "Everything
is possible" seems to be the dominating maxim of a modern
computer society. But there is already an increasing discrepancy
between these scientific developments and the real needs of
individual persons, like in medicine or in education. Moreover,
people with special needs seem to be neglected. A critical task
of a democratic human society is to ameliorate the life
conditions of all its members.

The ICCHP |96 aims to look at research and development for those
groups, especially in technology, medicine and social sciences.

We would be very pleased to welcome you in Linz. Your
participation will get you involved into an international
exchange on current knowledge and research concerning the
implementation and evaluation of computer systems for
integrating people with special needs.

CONFERENCE DESIGN

The 5th ICCHP 96 keeps to the following proved design:
- A Preconference with Introductory Seminars and Workshops
- The Conference with parallel tracks on topic-oriented sessions
- A Poster-Session on specific topics parallel to the Conference
- A Product and Project Exhibition
- Parallel Events (e.g. International Computer Camp for visually
impaired and hearing impaired, Integrated Master Classes for
Music)

As a matter of course, this programme will be embedded in a well
balanced surrounding of opening sessions, receptions and - last
but not least - social events.

Conference TOPICS

The conference topics are:

Theory and Practice in Rehabilitation Technology
Information theory and information technology form one of the
main foundations for the integration of people with special
needs. The development of useful tools depends on invention and
reflection of theoretically and visionary aspects of
rehabilitation technology.
Therefore, papers dealing with research and theory activities
from system idea, system design to system implementation in the
field of rehabilitation technology are appreciated.

Communications without barriers
The world of international communications, contacting and co-
operation has to be made accessible to and available for people
with special needs. Developments should respect them and work
out programmes, tools or configurations to overcome or even
prevent barriers.

Mobility and Human Environment
Integration of people with special needs means free and open
access in living, working and communicating. Traffic, public
buildings and surroundings should correspond to these aims.
Programmes on mobility training and architectural community
conceptions will be presented. Education and training will be
another important issue.

Medicine
Medical scientists and medical practitioners are encouraged to
define the necessary technical research and development for the
support of people with special needs or to describe undesirable
technical developments and trends. The limits of technical
support for each doctor|s field of activity relating to the
improvement of the situation of people with special needs have
to be considered. Moreover, perspectives of computer-supported
diagnostics, therapy and the computer-supported training,
especially in the fields of neurology and psychiatry, will be
discussed.

Education and Rehabilitation
This part deals with the use of medical treatment from first aid
to intensive care and to pedagogical, therapeutic or
rehabilitation programmes using the computer and other
technical equipment.

Organizing the Conference

The ICCHP is held under the auspices of the Federal President of
Austria. It is sponsored by a variety of national and
international associations and institutions, industrial and
insurance companies and banks.

Submission Procedures

Presenters of papers and/or posters are asked to submit a short
description of their contribution to the Conference Office by
returning the completed Preregistration Form as soon as
possible. In response to the preregistration authors will
receive more detailed information. Authors may also submit a
complete abstract at this stage in order to assist the
allocation of referees. These abstracts should not exceed two
pages.

Exhibition

The exhibition will be located next to the conference
auditorium. Free access to the exhibition is available to the
delegates as well as to the public. The exhibition is open for
presentations of technical equipment, systems, software, medical
and pedagogical programmes, literature etc. which will be of
importance for the topics of the ICCHP.

Conference Venue/Accommodation

The Conference takes place in the University of Linz. The
lecture halls are all accessible to wheelchairs. Parking is
available on the university campus.
Linz can be reached by aeroplane or train. The city maintains a
well organized public transportation system and taxi network.
Individual transportation can be organized.

Hotels can be offered at different price ranges. We recommend
Hotel Sommerhaus Linz*** situated near the university campus
and accessible by wheelchair
