                    LEGISLATIVE ACTION NOTICE

DATE: August 1, 1996

  RE: Action completed on the legislative branch
          appropriations bill

     Congratulations to all of you who worked on our two issues
in the Legislative Branch appropriations bill. The conference
between the Senate and House is over, and we were 100 percent
successful. The conference agreement includes our amendments to
the Copyright Act and does not grant the Librarian of Congress
the authority to transfer funds from one program to another
within the Library.

     Words of appreciation and thanks for their decisions should
be sent to the following:

Representative Ron Packard, Chairman, Subcommittee on the
Legislative Branch, Committee on Appropriations, United States
House of Representatives; and

Senator Connie Mack, Chairman, Subcommittee on the Legislative
Branch, Committee on Appropriations, United States Senate.

     A special word of thanks should also be sent to Senator John
Chafee for sponsoring the copyright amendments. He expressed an
interest in helping with this legislation after speaking with
members of the NFB of Rhode Island. Senator Chafee was true to
his word in following up and leading the effort in the Senate to
have the changes in the copyright law attached to the Legislative
Branch appropriations bill.
