Here is the response to my my questions about the use of the
watt meter on GUI-Talk. It sounds to me as though a
voltage-controlled oscillator would do the job, such as the
instrument that was available from Science for the Blind to tune
up transmitters. Does anybody know if anyone makes something
like this any more or would it have to be custom built? The
cooperation of the manufacturer would probably need to be
involved, to be sure that no other specifications were affected.

It's a meter that jumps around as the ultrasound machine is in
use on a
patient. A light probe is out of the question because it would
require
hands-on interaction. This needs to be something that can simply
emit a tone
or rising or lowering pitch as the meter changes. Exact info is
not needed.
