                   EARNINGS LIMIT ACTION ALERT FROM: James Gashel
          Director of Governmental Affairs DATE: November 30, 1995
  RE: Floor action needed on earnings exemption linkage
     A list of the members of the Rules Committee in the House of
Representatives follows. All members (particularly the Republicans)
should be contacted immediately by as many people as possible from
everywhere. An amendment on the earnings limit legislation must be
considered on the floor of the House if the linkage for blind persons with
the seniors' exempt amount is to be maintained.
     Also, all members of the House should be alerted to the coming vote
and asked to support the linkage retention issue.
     The Ways and Means Committee failed on a straight party-line vote to
pass Mrs. Kennelly's linkage-retention amendment. The Rules Committee
will meet in the next few days. Refer to the bill as the "Senior Citizens
Right to Work Act." Refer to the amendment as the "linkage-retention for
blind persons amendment."
     Communications by phone, fax, and otherwise should point out the
disparity between blind people and seniors which will exist if the linkage
is broken. By 2002 seniors will be able to earn $30,000 without penalty,
but blind people will be limited to less than half that amount. If a work
incentive is justified for over one million seniors, it is also justified
for 100,000 blind people.
     It is important to tell Rules Committee members that Chairman Bill
Archer (Chairman of Ways and Means) said this: the linkage-retention
amendment would not be subject to a point of order in the House. This
means that the amendment can be considered on its merits without
objection. Tell the Rules Committee that it should be considered. The
blind deserve a vote on this.
