I work exclusively on UNIX --currently using a sparc20 console running sunos
4.1.3

I use emacspeak --see

emacspeak works on top of emacs, and provides a complete development
environment --you can run it at a tty or in an XTERM.

You should be able to pretty much do everything on this environment including
administering the machine, but X apps will not talk.

Be aware that in UNIX-land X came after the apps, so the XWindows environment
is merely a graphical front end to what exists on the platform --think of
emacspeak as your alternative speech front-end.
