Hello:

     In a previous post, comments were made concerning the fact that congress is
to be controled by the republicans. I think we can get legislation through if
we plan carefully. If we stress that persons who are blind and literate will
be able to be tax paying citizens and contributors to society; we should be able
to overcome the resistance to federal mandates. When I testified at the hearings
to adopt regulations to implement the Oregon Braille bill, I stressed that I use
braille in order to do my work, and that I was a property owning tax paying
citizen. I did, of course, have my speech written in braille. I was the only speaker
who had a brailled speech. Whenever I sell a calendar, mug or talk about the NFB,
I say that "we are making a difference in what it means to be blind" and "we
are making blind people tax payers not tax takers". I always get a good
response.
