We could make you a special one using a larger loudspeaker which you could feel tactually (using low-frequency oscillation to make feeling easier). Price can be cheated on around my lab, so this solution might do.

The Helen Keller National Center sells a sound indicator; check with them first, than come back to me if you get no action.

What makes a device exceed $20 is caused by small markets, and the fact that the box you use for a cabinet can approach $20 itself (especially if you want a slick-looking one.
