Washington, DC -- The Heritage Foundation, a conversative think-tank, is calling
on the new majority of conservatives in Congress to work on eight education
issues. In the publication, "Issues '94: The Candidate's Briefing Book,"
Allyson M. Tucker and William F. Lauber write, " the dramatic shift in power
both in Congress and in the states give conservatives in unprecedented
opportunity to undo many of the harmful education programs of the last 30
years."

The eight issues identified for conservatives to work on are:

- --Reassign or terminate the functions of the U.S. Department of Education in
order to close the Department since many of the Department's programs duplicate
the activities of other federal agencies or can be carried out at the state or
local level.

- --Repeal the Individuals with Disabilities Education Act (IDEA). The publication
reads, "IDEA is extremely expensive and redundant in light of the Americans with
Disabilities Act (ADA). It creates legal nightmares and provides few
educational benefits. IDEA is a huge federal mandate which is costing the states
billions of dollars..."

- --Repeal most provisions of the Goals 2000: Educate America Act. The Herigate
Foundation recommends that the program should simply grant money to states for
education reform efforts. The specific aspects of Goals 2000 targeted for
elimination are: (1) repeal all of the regulations and mandates including
opportunity-to-learn standards and the 7th and 8th goals (addressing teaching
preparation and parent involvement) that were not agreed to by the governors;
(2) eliminate the National Education Standards and Improvement Council, the
National Education Goals Panel, and the National Skills Standards Board; (3)
eliminate the state application process and replace it with a requirement that
states submit a letter stating how they spent the Goals 2000 funding; and (4)
restore the independence of the National Assessment of Educational Progress.

- --Repeal major provisions of the Elementary and Secondary Education Act (ESEA).
Some of the items targeted are:
(1) remove the requirement that states send plans to the federal government on
standards, curricula, and other inputs, as well as on social services; (2)
remove all gender equity language; (3) repeal all social service programs; (4)
alter the formula for granting Chapter 1 money so that more money goes to
students who are poor; and (5) strengthen the charter schools program.

- --Oppose the Clinton Administration's vocational education and job training
legislation.

- --Eliminate, or at least test, the National Service Trust (NST).

- --Eliminate the direct education lending program. The Heritage Foundation
believes that schools and students should bear more
of the responsibity for the risk involved in this program. They suggest that
Congress require schools with unacceptably high default rates to place a
percentage of the government's funds into a school-financed loan loss reserve
fund

- --Enact a "Parent and Student Empowerment Act". This legislation was introduced
by Representative Richard Armey (R-TX) in 1993 as an alternative to Goals 2000.
Among other things, this legislation would provide federal matching grants to
states to develop reforms such as school choice, merit and model schools, and
other innovative ideas being implemented at the state level. It would also
provide waivers of federal regulations to school districts. In regard to
parents' rights, it would allow parents to protect their children from intrusive
psychological testing and sex surveys and recognize the right of parents to
determine who can view their children's school records.
