I believe this is another one of those net legends that surfaces from
time to time. Sort of like those chain letters stating that David what's
his name in England is dying of Cancer and won't everyone please send him a
get well card with a dollar in it? Note that both of these legends have a
shread of truth to them, but have been expanded to include many nontruths.
In this instance, unless I am mistaken, the FCC was looking at the
possibility of adding a sir charge in 1988 or so. They decided, based on
the hue and cry, not to go ahead with this plan. This looks like the same
letter I saw then -- note the reference to deregulation and the loss of
revenue for all of the baby bells. Now that the phone company is getting
into non-voice communications businesses, I would guess that this is now a
non-issue.
