Thanks for bringing up this *very* important issue.
I don't have any answers but
this is a question we need to think of and pay some attention to now rather
than later.
To come down to earth, currently there is no way of gaining access to even the
simple cryptokey mechanisms that are used to protect against external
attacks.
(A cryptokey card is a little card with an lcd readout that gives you a
dynamically changing password to type in to get access to secure machines etc)
