The attached individual job notices provide information on salary

fill all positions on or before December 31, 1996, we have
authority to fill six positions immediately and these positions
are identified in the attached job notices.
The positions will be filled using any one of the following
recruitment methods:

1) Department of Education Merit Promotion Plan: This method
of recruitment requires that selections be made through
competitive merit promotion procedures. Candidates will
have their qualifications rated and ranked on such factors
as experience, education and training, self-development and
outside activities. Selection(s) will then be made from
among the best-qualified candidates.

2) Schedule A (Excepted Service): This method of recruitment
permits the selection of otherwise qualified candidate(s) as
determined by the Department's Personnel Office based on a
physical disability. To be selected using this appointing
authority, candidate(s) must provide appropriate
certification from a counselor of either the Federal
Department of Veterans Affairs or a State vocational
rehabilitation agency. The certification must state that in
the counselor's judgment, the proposed appointee for the
position has the ability to perform the duties of the
position and is physically qualified to do the work.

3) Excepted Appointing Authority for Administratively
Determined (AD) Positions: This method of recruitment
provides the needed flexibility to recruit and hire highly
qualified, exceptionally talented administrators,
researchers, scholars, scientists,
statisticians, practitioners, parents of children with
disabilities, and other professionals. Through use of this
appointing authority, candidate(s) may be selected without
regard to competitive selection procedures. The terms of an
appointment made under this authority may be for one year or
less, three years or less, or indefinite.
