I am most disturbed by this message and proceeding. I think it is most
dangerous in that it's the wrong message at the wrong time!

First, it is alleged that transportation difficulties for the blind have
become such that telecommuting may become a necessity for a significant
number of blind persons. I do not buy this. We, the blind, have *always*
had transportation difficulties; it's one of the nuisances of blindness.
I do not believe the situation has changed sufficiently to warant seeking
of special favors, i.e., long-distance subsidies, in order to promot
telecommuting for the blind. To me, this is just another example of the
"boo-hoo, I can't drive" syndrome!

Second, given the limited funds available these days for new projects, is
subsidy of telephone long-distance calls for blind telecommuters a wise
use of funds? I think not.

Third, if a person is sufficiently valuable, his/her employer will gladly
pay for telecommuting services. Doesn't anything else just amount to
supported employment?

Fourth, although there is plenty to criticize voc rehab for, what evidence
is there that other training entities contemplated by this post have any
better knowledge of the techniques of blindness (including adaptive
technology) than voc rehab currently manifests?

Finally, is there a hidden agenda here? What national accrediting body
will accredit training entities for telecommuting services for the blind?

Methinks blind Chicago computer users have been hoodwinked!
