ACTION ALERT ON APPROPRIATIONS

The appropriation of funds for vocational rehabilitation, I.D.E.A., and
several
other significant federal programs is part of the Labor Health and Human Ser
vices and
Education appropriations bill--H.R. 2264. Different versions of this bill h
ave passed
the House and the Senate, and conferees (listed below) have been appointed t
o
resolve the differences.
Meanwhile, with the end of the federal fiscal year on September 30, the
programs are expected to remain in operation under a continuing resolution a
t the
present year's level of funding. The continuing resolution is expected to r
un until
approximately October 23. From now until then, the conferees will try to re
ach
agreement on the final provisions of H.R. 2264 and other spending bills.
Provisions such as Senator Gorton's block-grant amendment, combined wit
h a
dispute over national standardized tests for schools and other policy riders
, could
block an agreement either among the conferees or on the floor of the House o
r
Senate. Some members have said as much in threatening to defeat the final b
ill by
way of a filibuster. If that happens, the continuing resolution with no cha
nges from the
present year's funding level may simply be extended.
Communications to insist upon passage of a final appropriations bill fo
r Labor,
Health and Human Services, and Education programs should be directed to all
members of the House and the Senate. It is particularly important to point
out that
debates over policy matters should not be used as procedural roadblocks to f
unding
decisions. If members of Congress allow the policy issues to dominate over
the
decisions on spending issues, all of the programs over which there are no di
fferences
will suffer as well.
