I have been contacted by Dr. Elizabeth Cohen, of the National Economic
Council at the White House, who is putting together a report for the Vice
President on disability access issues as they relate to the electronic
information highway. Among other things, she has asked in particular for
examples of case studies of either of the following two types:
1) Individuals who have had their lives or opportunities significantly
expanded through access to the electronic information systems.
2) Individuals who have had their lives or opportunities significantly
affected by an inability to access or by loss of access to electronic
information systems.
In both cases, the electronic information systems should be related to the
tele-information systems in some way, although really poignant examples
dealing with computers might also be applicable.
In all cases, Dr. Cohen says that it must be possible to track backwards to
a name and address for an actual individual. The individuals do not
necessarily have to be carried forward in the reports, etc., but it must be
possible for the White House to actually contact the individuals and verify
the stories and circumstances, or they cannot use them in the White House
fact-finding document.
Also, the more objective the measure of impact is, the better it will be.
As I understand it, the purpose of these examples is to add both reality
and verification to the report. It's one thing to say that it's possible
that terrible things will happen, and another to say that terrible things
are happening, and these are the people involved.
The timeline on this is very short. As I understand it, this report is
being completed this week, and will then begin its review process.

the words "White House Query" as the subject of your memo, since I'm being
drowned in e-mail these days.
